dc.description.abstractTato diplomová práce se zaměřuje na správní dozor v oblasti ochrany ohrožených druhů živočichů a rostlin. Cílem práce je analyzovat právní úpravu správního dozoru v této oblasti na národní i mezinárodní úrovni, identifikovat klíčové kontrolní mechanismy a vyhodnotit jejich efektivitu.<br>V práci je rozebrána ochrana životního prostředí, biodiverzity a právní rámec ochrany ohrožených druhů, včetně úmluv jako CITES, Ramsarská úmluva a Úmluva o biologické rozmanitosti. Dále se práce věnuje právní úpravě v rámci Evropské unie a České republiky, včetně specifických právních nástrojů, jako jsou zákon o ochraně přírody a krajiny či zákon o obchodování s ohroženými druhy. Důraz je kladen na fungování správního dozoru, jeho jednotlivé fáze a pravomoci kontrolních orgánů.<br>Výsledky práce poukazují na klíčové problémy v oblasti správního dozoru, včetně nedostatečné koordinace mezi dozorčími orgány a omezených pravomocí při vymáhání opatření. Závěrem jsou formulována doporučení pro zefektivnění kontrolních mechanismů a posílení právní ochrany ohrožených druhů.cs
dc.description.abstract-translatedThis thesis focuses on administrative supervision in the field of protection of endangered species of animals and plants. The aim of the thesis is to analyse the legal regulation of administrative supervision in this area at national and international level, to identify key control mechanisms and to evaluate their effectiveness.<br>The thesis discusses environmental protection, biodiversity and the legal framework for the protection of endangered species, including conventions such as CITES, the Ramsar Convention and the Convention on Biological Diversity. The thesis also discusses the legal framework within the European Union and the Czech Republic, including specific legal instruments such as the Law on Nature and Landscape Protection and the Law on Trade in Endangered Species. Emphasis is placed on the functioning of administrative supervision, its different phases and the powers of control bodies.<br>The results of the work point to key problems in the field of administrative supervision, including the lack of coordination between supervisory authorities and limited powers in the enforcement of measures. Finally, recommendations are formulated to make control mechanisms more effective and to strengthen legal protection of endangered species.en
