dc.description.abstractDiplomová práce se zabývá tématem "Zastupitelstvo obce podle obecního zřízení". Podává ucelený náhled na tuto problematiku dle platné právní úpravy v České republice. Zejména se snaží analyzovat jednotlivé instituty, které se k pojmu zastupitelstvo obce vztahují. V prvé řadě se zaměřuje se na pojem "obec". Následně se zabývá vymezením pojmu "zastupitelstvo obce". Zde je pozornost věnována především vzniku a zániku mandátu zastupitele, počtu jeho členů, neslučitelnosti funkcí a ve stručnosti je popisován také historický vývoj zastupitelstva. Práce se zaměřuje i na vztah mezi zastupitelstvem a ostatními orgány obce a na volby do zastupitelstva obce. Dále pojednává o zasedání zastupitelstva obce a jeho pravomocích. Rovněž popisuje práva a povinnosti zastupitelů a střet zájmů. Není opomenuta odměna zastupitelů, problematika jejich odpovědnosti a pozornost je věnována i výborům zastupitelstva. Poslední část práce se soustřeďuje na náměty de lege ferenda.cs
dc.description.abstract-translatedThe diploma work deals with the theme "The municipal council according to the Act on Municipalities". It gives an overall outline of this topic in accordance with current legal regulations in Czech Republic. Primarily it analyses particular institutes which are related to the concept of a municipal council. At first it focuses on the notion "municipality". Then it specifies the concept "municipal council". The attention is paid especially to the formation and end of a council member´s mandate, number of council members; incompatibility of posts and historical development of a council is briefly described here, too. The work also aims at the relation between the council and other municipal authorities and at the elections to municipal councils. Furthermore it concentrates on council meetings and its competencies. The rights and duties of council members and conflict of interests are also described. What is not omitted here is the matter of council members´ remuneration, their responsibilities and council committees. The last part focuses on concepts de lege ferenda.en
