dc.description.abstractCílem bakalářské práce je zmapování a analýza systému vnitřních předpisů obce, dále jejich rozdělení dle typu tvorby, z hlediska legislativního procesu, případně povinnosti vydat vnitřní předpis, to vše zejména s důrazem na členění dle schvalování a zejména pak na srovnání zákonného oprávnění tyto vnitřní předpisy schvalovat. Autorka porovná systém vnitřních předpisů sledovaného města s menší obcí. Vzhledem k tomu, že statutární město Plzeň již implementovalo integrovaný systém řízení a získalo certifikáty ISO, bude dále v práci popsán a zhodnocen smysl, efektivita a výsledek přechodu na systém.cs
dc.description.abstract-translatedThe goal of this thesis was mapping and analyzing regulations of the municipality and its creation. My goal was to get to know the history of the regulation in the city of Pilsen and aslo the present internal regulation situation. The analysis proves that the internal regulation of the municipality Pilsen makes an effective management system. I have not found any critical area to be forgotton. The constitution of the regulations and also each regulation suits the law. Also I am able to note the rules makes the constitution system united and well approved. All regulations have its own form set . Possitive impact of the quality management united the internal regulation in its system aspect as well as in the formal aspect and set the clear rules. It is apparent the regulations make different workers which is the most obvious at the language aspect. It could be easilly avoid by pointing one responsible worker to make proofreading for the new regulations and amendments before beeing in force withing the city of Pilsen.en
