Aktuální stav dokončení hospodářské a měnové unie

Abstract

Nedílnou součástí spolupráce v měnové oblasti je koordinace hospodářských politik s důrazem na fiskální politiku. Hospodářský rozvoj a dosažení koordinace hospodářských politik členských států je zajišťován prostřednictvím hlavních směrů hospodářských politik a zároveň průběžným sledováním výkonu národních hospodářských politik a jejich hodnocením s ohledem na stanovené cíle integrace. V oblasti vnitřního trhu a hospodářské soudržnosti má Unie sdílenou pravomoc s členskými státy. Členské státy se zavázaly koordinovat hospodářské politiky a politiky zaměstnanosti v rámci Unie v souladu s právní úpravou, kterou je Unie oprávněna stanovit. Prostřednictvím sdělení ze dne 6. prosince 2017 Komise předložila návrh dalších, celkem šesti kroků k dokončení hospodářské a měnové unie. Po více než šesti letech lze bohužel konstatovat, že ambiciózní plány Komise nedosáhly očekávaného cíle, když z šesti návrhů Komise byly v legislativním procesu EU přijaty pouze dva, jeden ze svých návrhů Komise stáhla a zbývající tři návrhy jsou stále ve fázi projednávání.

An integral part of cooperation in the monetary area is the coordination of economic policies with an emphasis on fiscal policy. Economic development and the achievement of coordination of the economic policies of the member states is ensured through the main directions of economic policies and at the same time by continuous monitoring of the performance of national economic policies and their assessment with the set goals of integration. In the matter of the internal market and economic cohesion, the Union has a shared competence with the Member States. The member states have undertaken to coordinate economic and employment policies within the Union, in accordance with the legal regulation which the Union has the authority to establish. Through the communication of 6 December 2017, the Commission presented a proposal for further, six steps in total towards the completion of the economic and monetary union. After more than six years, it can unfortunately be stated that the ambitious plans of the Commission did not reach the expected goal, when only two of the six proposals of the Commission were accepted in the EU legislative process, one of its proposals was withdrawn by the Commission and the remaining three proposals are still in the discussion stage.
