dc.description.abstractDiplomová práce se zabývá problematikou vyšetřování mimořádných událostí, které představují významné hrozby pro bezpečnost a stabilitu společnosti. Cílem práce je poskytnout ucelený pohled na metodiku vyšetřování těchto událostí z hlediska trestního práva a kriminalistiky. Práce analyzuje právní rámec, popisuje činnost složek integrovaného záchranného systému, zejména Hasičského záchranného sboru ČR a Policie ČR, a rozpracovává specifické vyšetřovací postupy u silničních dopravních nehod a požárů. Klíčová pozornost je věnována kriminalistickým stopám, fázi ohledání místa činu, konstrukci vyšetřovacích verzí a využití odborných expertíz. Součástí práce je i praktický příklad vyšetřování požáru a přehled preventivních opatření. Statistické údaje HZS ČR za období 2013-2023 poskytují základ pro identifikaci vývoje a trendů v oblasti mimořádných událostí.cs
dc.description.abstract-translatedThis thesis focuses on the investigation methodology of emergency incidents, which pose significant threats to public safety and societal stability. The aim of the work is to provide a comprehensive overview of investigative procedures from the perspective of criminal law and criminology. It analyzes the legal framework, describes the roles of the Integrated Rescue System unitsparticularly the Fire Rescue Service of the Czech Republic and the Police of the Czech Republicand elaborates on specific investigative approaches to road traffic accidents and fires. Special attention is given to forensic traces, crime scene investigation, the formulation of investigative hypotheses, and the use of expert analyses. The thesis also includes a case study of a fire investigation and an overview of preventive measures. Statistical data from the Fire Rescue Service of the Czech Republic for the years 2013-2023 form the basis for identifying developments and trends in the field of emergency incidents.en
