dc.description.abstract	Předložená práce je zaměřena na charakteristiku současného systému důchodového zabezpečení v České republice. Vysvětluje principy sociální politiky, její funkce a cíle. Popisuje historii vzniku sociálního zabezpečení v Evropě a v České republice. Autor se snaží najít příčiny neudržitelnosti současného průběžného systému financování důchodového zabezpečení, které se může stát vážnou hrozbou pro budoucí udržení vyrovnanosti veřejných rozpočtů. Jedním z klíčových faktorů je ekonomická situace, stárnutí populace a další demografické změny vlivem tzv. silných ročníků. Součástí práce je také hledání cesty v dalších způsobech financování důchodů, především ve fondovém způsobu financování, kde se autor snaží analyzovat možné přínosy a nevýhody. V závěrečné části práce je podrobně popisována reforma prováděná současnou vládou. Malá důchodová reforma je nejvýznamnější legislativní úpravou penzijního systému od roku 1989. Autor hodnotí oprávněnost systémové reformy a sám navrhuje úpravy spíše parametrické s prvky reformy systémové na dobrovolné bázi s posílením třetího pilíře důchodového zabezpečení. Navrhuje cílenou podporu vlastní zodpovědnosti každého občana za zajištění prostředků k důstojnému příjmu po ukončení aktivního ekonomického života se zachováním současného náhradového poměru.	cs
dc.description.abstract-translated	The present study is focused on the characteristics of the current pension system in the Czech Republic. It explains the principles of social policy, its functions and objectives. It describes the history of social security in Europe and the Czech Republic. The author tries to find the causes of unsustainability of the current ongoing pension funding system, which could become a serious threat to the future maintenance of public budgets balance. Some of the key factors are the economic situation, an aging population and other demographic changes due to so-called baby-boomers. The study also includes the seeking of other ways of the pension financing, particularly in the funded financing, where it is analyzing its potential advantages and disadvantages. The final part of this study describes the reform executed by the contemporary government in the detail. The Small pension reform is the most important legislation modification of the pension system since 1989. The author evaluates the legitimacy of the system reform, and he proposes a modifications rather parametric with the elements of the system reform on a voluntary basis with strengthening of the third pillar of pension scheme. He proposes the targeted support of every citizen's responsibility to ensure their funds for the dignified retirement after the ending of active economic life, while the current replacement rate is being maintained.	en
