Abstract
This article is focused on the issue of failed states and their transition toward
the security realm as a result of securitization that occurred in the USA in the wake of the
9/11 terrorist attacks. The main aim of the article is to point out how failed states have
been transferred into the security discourse after the 9/11. We will explore whether the
link between state failure and terrorist groups forms sufficient grounds for the legitimization
of extraordinary measures, such as the illiberal policy of the Bush administration
that culminated in the invasion of Iraq. In addition to studying the attractiveness of ungoverned
or ill-governed spaces for terrorists, this article points out the risks involved in
applying the theory of securitization to the issue of failed states in the context of the global
war on terror. It concludes that the connection between failed states and terrorist groups
is not unconditional, and thus securitization in this context may serve other objectives
than simply to reduce threats. In addition to the application of the theory of securitization,
several other methods are used, including historical and analytical methods accompanied
by case study and quantitative comparisons.
