dc.description.abstractDiplomová práce je zaměřena na procesní aspekty (ne)poskytování informací ve veřejné správě. Především je práce zaměřena na situace, kdy informace poskytnuty nejsou. V práci je podrobně rozebrán zákon č. 106/1999 Sb., o svobodném přístupu k informacím, který byl za dobu své účinnosti už mnohokrát novelizován. Jedním z cílů práce je proto zhodnocení provedených změn a poukázání na místa v zákoně, která by stále novelizovat potřebovala. Jednou ze slabých stránek informačního zákona je jeho stručnost a mezery, které zákon obsahuje se snaží odstranit judikatura. Dalším cílem práce je proto připomenout některá soudní rozhodnutí, která ovlivnila právo na informace.cs
dc.description.abstract-translatedThis master thesis focuses on the procedural aspects of (non) provision of information in the public administration, especially in situations where information are not provided. In thesis is in detail discussed the Act No. 106/1999 Coll., about free access to information, which has been amended many times during its period of effectiveness. One of the aims of the thesis is therefore to evaluate the changes made and to point out the spots in the Act that still need to be amended. One of the weaknesses of the Act is its brevity. The gaps in the Act seeks to eliminate the case-law. Another aim of the thesis is therefore to remind some judicial decisions that have affected the right to information.en
