| dc.description.abstract | Předložená rigorózní práce poskytuje ucelený pohled na problematiku registru smluv. Práce je rozdělena do jedenácti kapitol, kdy při rozdělení kapitol a podkapitol jsem vycházela z konstrukce ZRS. V první kapitole je popsán předmět ZRS. Druhá kapitola obsahuje definici smluv, jež podléhají uveřejnění v registru smluv, jakož i seznam povinných subjektů dle ZRS s jejich krátkým popisem. Třetí kapitola popisuje výjimky z uveřejnění dle ZRS. Čtvrtá kapitola se zabývá registrem smluv jako informačním systémem veřejné správy. Pátá kapitola popisu zejména postup, jak zveřejnit smlouvu v registru smluv. Šestá kapitola upravuje účinnost smlouvy podléhající zveřejnění v registru. Sedmá kapitola pojednává zejména o sankci za nezveřejnění smlouvy v registru smluv. Osmá kapitola pojednává především o uveřejňování dodatků ke smlouvám podléhajícím uveřejnění v registru smluv a vztahu ZRS k uveřejňování smluv a informací z nich dle jiných právních předpisů. Devátá kapitola pojednává o účinnosti ZRS. Desátá kapitola obsahuje stručný popis slovenské právní úpravy registru smluv a skromnou komparaci úpravy registru smluv v Čechách a na Slovensku. Jedenáctá kapitola pojednává o aktuálním dění kolem ZRS. | cs |
| dc.description.abstract-translated | The submitted rigorous thesis offers a complex overview of the contracts register. The thesis is split into 11 chapters in accordance with the structure of the ARC. The first chapter describes the subject matter of the ARC. The second chapter offers both definition of contracts that are subject to contracts register publication and the list of liable entities under the ARC altogether with their brief description. The third chapter of the thesis contains the exceptions from the publication according to the ARC. The fourth chapter describes the contracts register as an IT system of public administration. The fifth chapter describes the contract publication procedure. The sixth chapter governs the effectiveness of the contract subject to publication in the register of contracts. The seventh chapter describes the sanction for the failure of contract publication. The eight chapter describes publication of amendments to contracts subject to publication in the register of contracts together with the relation between the ARC and publication of contracts and information included in accordance to other legal regulations. The ninth chapter describes the effectiveness of the ARC itself. The tenth chapter consists of the form of the contract register in Slovakia and brief comparison of the fundamental differences between the Czech and the Slovak legal regulations of the contract register.
