dc.description.abstract	Cílem bakalářské práce bylo seznámit čtenáře s fungováním obecních úřadů I., II. a III. stupně. Teoretická část práce je rozdělena do 3 částí. První část se věnuje Ústavě Čr. a Listině základních práv a svobod. Druhá část vysvětluje rozdíl mezi veřejnou správou ve formálním a materiálním pojetí. Třetí část popisuje jednotlivé orgány obce, jejich podmínky vzniku, fungování apod.Praktická část je rozdělena taká do 3 části, ty jsou rozděleny podle popisu jednotlivých obecních úřadu na základě typu přenesené působnosti. Obce jsou stručně charakterizovány. Vysvětlena struktura jejich orgánů a praktické fungování. Byly vybrány obce nacházející se ve správním obvodu města Kralovice, ležící v okrese Plzeň-sever. Jedná se o Kralovice, Plasy a Horní Bělou.	cs
dc.description.abstract-translated	The main goal of this Bachelor thesis was to familiarize function of the local authority of I. II. and III. levels. The theoretical part is divided into three parts. First part is dedicated to Constitution of the Czech Republic and Charter of Fundamental Rights and Freedoms. The second part explains the differences between formal and substantial concept in Public Administration. The third part describes the individual authorities of the municipality, their conditions of origin, functioning, etc. The practical part is also divided into three parts these are divided according to the description of each municipal authority on the basis of the type of delegated competence. Municipalities are briefly characterized and there is explained the structure of their authorities and the practical functioning. Selected were municipalities located in the administrative district of Kralovice, located in the Pilsen-north district. These are Kralovice, Plasy and Horní Bělá.	en
