From Welfare to Workfare: Examining the Ideas Underlying the Recent Changes in Britain’s Attitudes to Social Provision

Abstract

Established on broad social consensus following the Great Depression and the wartime era in the UK, the welfare reform masterminded by the 1945 Labour government aspired to deliver social security from the cradle to the grave, with “freedom from fear” of destitution and insecurity being a major goal. However, the advent of neoliberalism in the 1980s spawned new narratives related to poverty and worklessness, resulting in the application of coercive strategies of setting the poor to work, known from the old English Poor Laws but also inspired by the welfare overhaul of the Clinton administration. Using Critical Discourse Analysis, the paper examines the attitudes underlying the transition from the understanding of unemployment-related poverty as a structural problem to its perception as an individual moral failure curable by “work for work’s sake” policies that have largely ignored the precarization of the labour market and the new social risks engendered by the increasingly globalized economy.

Reforma sociálního zabezpečení, která byla zavedena na základě širokého společenského konsensu po Velké hospodářské krizi a válečném období ve Velké Británii, byla dílem labouristické vlády z roku 1945 a jejím cílem bylo zajistit sociální zabezpečení od kolébky až po hrob, přičemž hlavním cílem bylo „osvobození od strachu“ z chudoby a nejistoty. S příchodem neoliberalismu v 80. letech však vznikly nové narativy týkající se chudoby a nezaměstnanosti, které vedly k uplatňování donucovacích strategií nutících chudé k práci, známých ze starých anglických zákonů o chudině, ale také inspirovaných reformou sociálního systému Clintonovy administrativy. Pomocí kritické diskurzivní analýzy se tato práce zabývá postoji, které vedly k přechodu od chápání chudoby související s nezaměstnaností jako strukturálního problému k jejímu vnímání jako individuálního morálního selhání, které lze napravit politikami „práce pro práci“, které do značné míry ignorovaly prekarizaci trhu práce a nová sociální rizika vyvolaná stále více globalizovanou ekonomikou.
