dc.description.abstractTéma závěrečné bakalářské práce ? Pokuty ve veřejné správě? jsem si vybral proto, že ve svém budoucím profesním životě bych rád působil ve veřejné správě, přesněji u Městské policie. Tam se budu s pokutami setkávat denně. Obecně mě zajímaly sankce za přestupek. Existují čtyři druhy sankcí ve správním řízení, které je třeba rozlišovat. Ve své práci bych chtěl široké veřejnosti vysvětlit problematiku pokut ve správním řízení, rozdíl mezi správním řízením a řízením blokovým. Práce nebude obsahovat výčet jednotlivých možných pokut, ale obecně způsob udělování pokut. Chtěl bych zde popsat opravné prostředky proti pokutám a způsob vymáhání pokut. V bakalářské práci bych chtěl úvodem vymezit pojem pokuty a přestupku, v druhé, nejobsáhlejší části rozeberu proces správního a přestupkového řízení i s jejich zásadami. V další části bych chtěl dopodrobna rozebrat řízení blokové a pořádkovou pokutu. Poslední kapitoly práce se zabývají vymáháním pokut a zánikem odpovědnosti za přestupek.cs
dc.description.abstract-translatedIn my work, I dealt with the issue of penalties in public administration. The fine is one of four sanctions that can be imposed for the offense. Other sanctions are admonition, prohibition and removing things. The penalty for the offense is imposed frequently. And even though there may be interference with the fundamental right if it affects the individual financial circumstances. A penalty is imposed on the basis misdemeanor proceedings or block, which are discussed in detail in the work with their principles. The specialty block management is that it is not against the outcome of the appeal. The only possible remedy is the review procedure, which often are not aware of an offender. In a separate chapter to consider a disciplinary penalty, which may be granted up during the administrative procedure for canceling its course. The work is broken down in detail also enforcement of financial performance, which in itself is an interesting topic and would have deserved a wider processing. Even though at first glance it may seem that the last chapter is not directly related fines, I felt it was important to combine it with the recovery of fines, because together with the demise of a sense of responsibility terminates recovery. The purpose of my thesis was to introduce the issue of fines in the public service to the general public, allowing them to familiarize themselves with its operation. My thesis suggests that the legislation is quite complex and I found no shortage.en
