Vnímaní korupce ve veřejné správě v České republice

Abstract

Tento článek ukazuje výsledky kvantitativního výzkumu, který byl proveden s řadou respondentů, kteří souhlasili s účastí v dotazníkovém šetření. Pro motivaci „whistleblowerů“ pro nahlašování zjištěných problémů je nezbytné jim poskytnout možnost si zachovat plnou anonymitu. Jako nejúčinnější opatření k potlačení korupce a jejímu předcházení se jeví tyto dvě následující sankce: konfiskace majetku a povinnost poskytnout informace o zdroji finančních prostředků nebo majetku (povinně pro všechny občany). Nebyly prokázány rozdíly mezi muži a ženami, pokud jde o jejich zkušenost s korupcí, nabízením nebo přijetím úplatku a ochotou je oznámit. Rovněž ani nebyl prokázán potencionální vliv na ochotu korupci oznámit v závislosti na úrovni dosaženého vzdělání.

This paper shows the results of the quantitative research which was carried out with a number of respondents. For the purpose of motivating potential „whistleblowers“ to disclose the identified issues, it is essential to grant them the option of keeping their full anonymity. The most effective measures in order to supress and prevent corruption seem to be the two following sanctions: confiscation of possessions and the obligation to provide the information on the source of funds or property (mandatory equally for all citizens). Potential differences between men and women regarding their experience with corruption, noticed or offered bribery and their potential willingness to report it were taken into consideration, however no particular differences were proven in the poll. Also, the potential influence on the willingness to report corruption depending on the level of achieved education was not proven either.
