dc.description.abstractHlavní cíl diplomové práce je vymezení GIBS jako policejního orgánu a jeho vztah k dalším orgánům činným v trestním řízení, především pak státnímu zástupci, s poukazem na odlišnosti v jejich postupech. Na úvod je GIBS definována jako organizace a jsou uvedeny důvody jejího vzniku, dále práce obsahuje krátký exkurz do historického vývoje inspekčních orgánů bezpečnostních sborů, který vyvrcholil právě vznikem GIBS. Ve stěžejní třetí a čtvrté kapitole se práce zabývá především působností a příslušností policejního orgánu GIBS, ze kterého plynou jeho specifika oproti obecným policejním orgánům. Tato specifika jsou popsána jak z hlediska hmotného, tak procesního trestního práva. V závěrečné části jsou zmíněná specifika prezentována na fiktivním případu s poukazem na další speciální úkony typické pro činnost policejního orgánu GIBS.cs
dc.description.abstract-translatedThe main objective of the thesis is to define GIBS (General Inspectorate of Security Forces) as a police authority and its relationship to other authorities active in criminal proceedings, especially the public prosecutor, with an emphasis on differences in its procedures. In the introduction, GIBS is defined as an organization and the reasons for its establishment are given. The thesis also contains a short excursion into the historical development of inspection bodies of security forces, which culminated in the establishment of GIBS. In the crucial third and fourth chapters, the thesis deals primarily with the scope and jurisdiction of the GIBS police authority, from which its specificities arise compared to general police authorities. These specificities are described from the perspective of both substantive and procedural criminal law. In the final part, the aforementioned specificities are presented in a fictitious case with an emphasis on other special actions typical of the activities of the GIBS police authority.en
