dc.description.abstractCílem této práce je provést analýzu rozpočtového procesu obcí a na konkrétním příkladě městské části Prahy 8 provést komparaci dílčích částí rozpočtového procesu.První a druhá část se zaměřují na teoretické poznatky o fiskálním federalismu a územní samosprávě. V dalších částích práce je proveden rozbor rozpočtového procesu obecně. Další kapitoly jsou věnované jednotlivým etapám rozpočtového procesu. Jedná se zejména o přípravu a sestavování rozpočtu a potom také o následné projednávání a schvalování a přezkum rozpočtového dokumentu. Na závěr, v poslední části práce je praktický příklad toho, jak ve skutečnosti vypadá a probíhá rozpočtový proces v Praze 8.cs
dc.description.abstract-translatedThe aim of this thesis is carrying out of the analysis of the municipal budgetary process and especially the analysis and the budgetary parts comparison of the example of the city district Prague 8. The first and the second parts of the thesis aim at the theoretical pieces of knowledge about the fiscal federalism and the municipalities.In the next parts,there is an general analysis of the budgetary process.The next chapters are devoted to periods of the budgetary process. They are devoted to the process of preparing and editing of the budget and especially to debating and passing and controlling of the budgetary document. Finally, in the last part of the thesis, there is a practical example of the real budgetary process in the municipal district Prague 8.en
