dc.description.abstractTato diplomová práce je zaměřena na oblast loterií a jiných podobných her, přesněji se zaobírá úlohou obcí v rámci procesu povolování a regulace videoloterijních terminálů. Práce je členěna do devíti kapitol. První kapitolou je vymezena oblast herního práva. Druhá kapitola se věnuje právní úpravě sázek a her. Třetí pojednává o provozování loterií a jiných podobných her. Čtvrtá kapitola stručně pojednává o státní správě v oblasti loterií a jiných podobných her. Pátá kapitola je zaměřena na působnost obcí v oblasti loterií a jiných podobných her. Šestá a sedmá kapitola pojednávají o obecně závazných vyhláškách obcí (obecně a v dané oblasti). Osmá kapitola se zaobírá posunem v možnosti obcí regulovat videoloterijní terminály. Poslední kapitola se věnuje vlivu Veřejného ochránce práv. Práce dále obsahuje úvod, závěr a cizojazyčné resumé.cs
dc.description.abstract-translatedThe thesis is focused on lotteries and other similar games. More precisely deals with the role of municipalities in the process of authorization and regulation of video gaming terminals.The first chapter deals with definition of gaming law. The second chapter deals with legislation of bet and games.The third chapter aimed to the operations of lotteries and other similar games. The fourth chapter deals with State Administration in the sphere of lotteries and the other similar games. The fifth chapter aimed to the role of municipalities in the zone of lotteries and the other similar games. The sixth and seventh chapters describe generally binding municipal ordinance (in general and in the field). The eighth chapter describes the progression in the process of regulation of video gaming terminals by municipalities. Last chapter aimed to the effect of the Public Defender of Rights.The thesis also contains an introduction, conclusion and foreign language resume.en
