dc.description.abstractHlavním cílem mé diplomové práce bylo popsat a rozebrat právní úpravu kontroly NKÚ a jednoznačně definovat kritické nedostatky z hlediska této problematiky, jež nezbytně vyžadují rozsáhlé změny. Kontrolu pokládám za velmi důležitou a nepostradatelnou součást činnosti veřejné správy. Podle mého soudu není možné, aby takto stanovená právní úprava NKÚ byla schopna poskytnout dostatečný základ pro řádné fungování Úřadu a tím tuto instituci spíše oslabuje, než aby jí vtiskla roli pevného a dominantního kontrolního orgánu.cs
dc.description.abstract-translatedThe main aim of this diploma work is, above all to describe and analyze the legislative process of the National checking authority checking and to point at the deficiencies arising from the present law and consequently the legislative process. The present law concerning the National checking authority should be changed considerably. Checking means activities aiming at examining the certain state followed by its evaluation or comparison with the state that was to be achieved. I consider checking to be an indispensable part of public administration activities. As the consequence, the faults in the law weaken the trustworthiness of this institution instead of supporting its role of the resolute and dominant checking authority.en
