dc.description.abstractDisertační práce se zaměřuje na problematiku stárnutí populace a penzijních reforem. Demografický vývoj vede k vyššímu tlaku na veřejné finance, speciálně na penzijní výdaje, což vede k jejich růstu. Cílem práce je zhodnotit současný stav problematiky stárnutí populace a penzijních reforem z pohledu ekonomických dopadů v Evropské unii a posoudit vývoj pro Českou republiku. Pro stanovení ekonomických dopadů bylo využito faktorů s vlivem na efekt přijímané penzijní reformy (zde byl zkoumán pohled finančně-fiskální, sociální a hledisko diverzifikace) a výstupů penzijních systémů s ohledem na dlouhodobou predikci. Bylo zjištěno, že mezi klíčové determinanty efektu penzijních reforem patří výnosy 10letých dluhopisů, reálný růst ekonomiky, post-komunistická minulost země, volební cyklus a politická orientace vlády. Dále se projevil i faktor stárnoucí populace, který ale spíše reflektuje tuto skupinu jako voliče, než aby vedl k udržitelnosti penzijních systémů. Výstupy reforem ukázaly, že krizová období jsou důvodem pro opatření snižující budoucí penzijní zátěž, zatímco v ekonomicky příznivých obdobích dochází k rozvolnění opatření a ke zvyšování penzijních výdajů. Sociální hledisko ukázalo na nižší ohrožení starších osob jako jedné skupiny, ale s vyšší mírou rizika pro ženy. Uvedené vlivy faktorů byly potvrzeny na úrovni České republiky, kde došlo k analýze faktorů a vybraných výstupů pro penzijní věk, indexaci penzí a fondová schémata. Limitací výzkumu je nižší zastoupení reforem u některých pohledů (redistribuční opatření a diverzifikace). Budoucí výzkum může být zaměřen na méně zastoupené pohledy, a to prostřednictvím případových studií. Dále je zde možnost pro rozšiřování vytvořené databáze penzijních reforem a její další analýzu.cs
dc.description.abstract-translatedThe dissertation focuses on the issue of population ageing and pension reforms. Demographic developments are putting greater pressure on public finances, especially on pension expenditure, leading to an increase in such expenditure. The aim of this thesis is to evaluate the current state of the issue of population aging and pension reforms from the perspective of economic impacts in the European Union and to assess developments in the Czech Republic. To determine the economic impacts, factors influencing the effect of the adopted pension reform (the financial-fiscal, social and diversification perspectives were examined) and the outputs of pension systems with regard to long-term predictions were used. It was found that the key determinants of the effect of pension reforms include 10-year bond yields, real economic growth, the country's post-communist past, the electoral cycle and the political orientation of the government. The ageing population was also a factor, but this reflects the importance of this group as voters rather than leading to the sustainability of pension systems. The results of the reforms showed that periods of crisis are a reason for measures to reduce the future pension burden, while in economically favourable periods, measures are relaxed and pension expenditure increases. The social perspective showed that older people as a group are less at risk, but that women are at higher risk. The above-mentioned factors were confirmed at the level of the Czech Republic, where an analysis of factors and selected outputs for retirement age, pension indexation and fund schemes were carried out. The research is limited by the lower representation of reforms for some perspectives (redistributive measures and diversification). Future research could focus on less represented perspectives through case studies. There is also potential for expanding the database of pension reforms and further analysis.en
