dc.description.abstractPředložená práce je zaměřena na problematiku nákupu motorové nafty u veřejných dopravních podniků. Dopravní podniky ať už z důvodu předmětu své činnosti nebo z titulu, že nakládají s prostředky z veřejných rozpočtů, musejí brát v potaz zákon o veřejných zakázkách. Autor na začátku práce vymezuje nejdůležitější ustanovení tohoto zákona a podrobně rozebírá hodnotící kritéria užívaná ve výběrových řízeních. Aby mohl později specifikovat možnosti, které jednotlivé podniky při pořizování nafty, jakožto předmětu veřejné zakázky mají. Pro pochopení problematiky se práce také zabývá analýzou a vývojem cen nafty a jsou formulovány hlavní proměnné utvářející ceny na trhu. Významnou částí práce je porovnání a posouzení efektivnosti nákupu zkoumané komodity u vybraných podniků.cs
dc.description.abstract-translatedThe submitted thesis is focused on problems of diesel oil purchase at public transport companies. Transport companies, whether for the reason of their subject of business activity, or that they use the means from public budgets, have to take into account the Public Tender Act. In the beginning of the thesis the author defines the most important provisions of this act and describes in details the evaluation criteria used within competitive tenders. He later tries to specify possibilities that single businesses have while purchasing the oil as the subject of public tender. To understand the problems the thesis also deals with analysis and development of oil prices and major variables forming the market prices are formulated here, too. The essential part of the thesis is comparison and evaluation of effectiveness of purchase of the examined commodity with the chosen businesses.en
