dc.description.abstractDiplomová práce se zabývá analýzou a hodnocením veřejných financí České republiky v kontextu jejich udržitelnosti. Práce analyzuje a hodnotí strukturální deficit jakožto hlavní ukazatel dlouhodobé nerovnováhy. Zaměřuje se na vývoj od 90. let 20. století do roku 2024, a to v období před koronavirovou krizí a v době koronavirové a energetické krize. Práce konstatuje, že veřejné finance ČR byly neudržitelné již před pandemií a krize tento stav dále zhoršily. Rostoucí schodek státního rozpočtu a státní dluh představují pro udržitelnost veřejných financí značné riziko. I když se situace oproti nejhoršímu období COVID-19 zlepšila, návrat na úroveň před krizí není pravděpodobný. Autor zdůrazňuje nutnost udržitelné fiskální politiky zaměřené na snižování deficitu a dluhu. Dále je nutné řešit strukturální problémy, jako je stárnutí populace a rostoucí výdaje na důchody. Konsolidace veřejných financí bude pravděpodobně pomalý a náročný proces s nepopulárními kroky.cs
dc.description.abstract-translatedThe diploma thesis deals with the analysis and evaluation of public finances of the Czech Republic in the context of their sustainability. The thesis analyzes and evaluates the structural deficit as the main indicator of long-term imbalance. It focuses on developments from the 1990s to 2024, in the period before the coronavirus crisis and during the coronavirus and energy crises. The thesis states that the public finances of the Czech Republic were unsustainable even before the pandemic and the crisis further this situation. Rising state budget deficits and national debt pose a significant risk to the sustainability of public finances. While the situation has improved compared to the worst period of COVID-19, a return to pre-crisis levels is unlikely. The author calls for sustainable fiscal policies aimed at reducing deficit and debt. Structural challenges such as an ageing population and rising pension expenditure must also be addressed. The consolidation of public finances is likely to be a slow and difficult process with unpopular stepsen
