dc.description.abstractCílem této diplomové práce je přiblížení problematiky opatření obecné povahy. Autor se zabývá základními pojmy, které se týkají celé veřejné správy. Ovšem jeho hlavním cílem bylo seznámit čtenáře dopodrobna s pojmem opatření obecné povahy. Také se pokusil ukázat celou cestu, která předcházela vzniku tohoto pojmu, respektive jeho současné podoby. V této diplomové práci dále rozebral jednotlivé formy činnosti veřejné správy, se kterými se lze běžně setkat. Dále nám přiblížil orgány, které stojí za samotným vydáním opatření obecné povahy, či orgány, které následně vykonávají přezkum tohoto opatření. Nejvíce času věnoval problematice vydávání opatření obecné povahy a jeho následného přezkumu. Přezkum opatření obecné povahy bychom mohli rozdělit na přezkum opatření obecné povahy orgánem veřejné správy a soudní přezkum. Závěrem této práce nás seznámil s konkrétními opatřeními obecné povahy v praxi.cs
dc.description.abstract-translatedThe aim of this thesis is to present the issues of general measures of a general nature. The author deals with the basic concepts that concern the whole public administration. However, his main aim was to acquaint the reader in detail with the concept of a measure of a general nature. He also attempted to show the entire path that preceded the emergence of this concept, or rather its current form. In this thesis, he also analysed the various forms of public action of public administration that can be commonly encountered. He has also introduced us to the bodies behind the actual issuing a measure of a general nature, or the authorities that subsequently carry out a review of this measure. He spent most of his time on the issue of issuing measures of a general nature and its subsequent review. The review of a measure of a general nature could be divided into review of a measure of general nature by a public authority and judicial review. In conclusion, this of the thesis he introduced us to specific measures of a general nature in practice.en
