dc.description.abstractTato práce je zaměřenena na úlohu generálního tajemníka v mírových misích OSN a vymezuje jeho postavení vůči ostatním hlavním orgánům OSN. Vyjmenovává jeho konkrétní pravomoce a jejich právní základ. Tato práce dále hodnotí úspěšnost vybraných mírových misí. Zjištěné poznatky dokládají, že generální tajemník plní v této roli převážně administrativní a zajišťovací funkci, přičemž jeho vliv na podobu a mandát mise je pouze nepřímý.V závěru tato práce uvádí, že autorizace mírových misí podléhá schválení členů Rady bezpečnosti a jejich zájmům.cs
dc.description.abstract-translatedThis thesis elaborates upon the role of Secretary General in UN peace operations and specifies his functions with respect to other principal UN organs. This work enumerates his responsibilities and explains their legal basis. This thesis also addresses the effectiveness of selected peace operations. The evidence presented in this paper indicates that the Secretary General plays primarily an administrative and maintenance role in the process, whereas his influence with regard to the nature and the mandate of specific missions is only informal. Finally, this thesis concludes that the authorization of peace operation is dependent on the interests of members of the UN Security Council.en
