dc.description.abstractTématem diplomové práce je boj proti suchu, kdy se zaměřuji na komparaci Ministerstva životního prostředí ČR a Ministerstva zemědělství ČR. Provádím analýzu Ministerstva životního prostředí a ministerstva zemědělství, kdy důležitou část práce tvoří obsahová analýza legislativních, strategických a advokačních veřejně-politických dokumentů. V dokumentech se zaměřuji na problematiku sucha od roku 2015-2020. Cílem mé práce je určit limity spolupráce ministerstev při přijímání opatření proti suchu. Také se pokouším potvrdit nebo vyvrátit, že aktér SVOL (Sdružení vlastníků obecních a soukromých lesů) ovlivňuje debatu spojenou s problematikou sucha. SVOL svou aktivitou může komplikovat spolupráci zkoumaných ministerstev při vytváření opatření. Aktéra SVOL analyzuji pohledem sekuritizační teorie.cs
dc.description.abstract-translatedThe topic of this thesis is the fight against drought, where I focus on the comparison of the Ministry of the Environment of the Czech Republic and the Ministry of Agriculture of the Czech Republic. I perform an analysis of the Ministry of the Environment and the Ministry of Agriculture where an important part of the work is the content analysis of legislative, strategic and advocacy political-public documents. In those documents I mainly focus on the issue of drought in-between years 2015 and 2020. The aim of my thesis is to determine the limits of cooperation between ministries in taking measures against drought. I will also try to confirm or refute that the actor SVOL (Association of Communal and Private Forest Owners) influences the debate related to the issue of drought. Activity done by SVOL can complicate the cooperation of the examined ministries while creating measures mentioned above. I analyze the SVOL from the point of view of securitization theory.en
