dc.description.abstractPráce zachycuje vývoj celního práva a celní správy v letech 1848 ? 1938 na českém území. Práce se dělí na úvod a dvě kapitoly. První kapitola je zaměřena na vývoj celního práva. V rámci první kapitoly je část práce věnována historickému vývoji celního práva na českém území do roku 1848. V první podkapitole se práce věnuje celnímu právu v rakouské a rakousko-uherské monarchii se zaměřením na celní tarify, mezinárodní smlouvy a nařízení. Další podkapitola se věnuje úpravě celního práva v první Československé republice. V této části práce je značný prostor věnován juristickému rozboru zákona č. 114/1927 Sb. Z. a n., celní zákon. Druhá kapitola práce je zaměřena na vývoj celní správy. Tato část práce zahrnuje historický exkurz do vývoje celní správy na českém území. V dalších podkapitolách je práce zaměřena na organizaci a strukturu celní správy v rakouské a rakousko-uherské monarchii, následně pak na organizaci a strukturu celní správy v první Československé republice se zaměřením na vznik nové celní soustavy a zřízení pohraniční finanční stráže. Závěr druhé kapitoly je pak věnován JUDr. Emilu Martincovi, který je považován za jednu z nejvýznamnějších osobností v oblasti celní správy.cs
dc.description.abstract-translatedThe work describes the development of customs law and customs administration in the years 1848 - 1938 in the Czech territory. The work is divided into an introduction and two chapters. The first chapter focuses on the development of customs law. Within the first chapter, part of the thesis is devoted to the historical development of customs law in the Czech territory until 1848. In the first subchapter, the thesis deals with customs law in the Austrian and Austro-Hungarian monarchies, focusing on customs tariffs, international treaties and regulations. The next subchapter deals with the regulation of customs law in the first Czechoslovak Republic. In this part of the thesis, considerable space is devoted to a juristic analysis of Act No. 114/1927 Coll., the Customs Act. The second chapter of the thesis focuses on the development of customs administration. This part of the thesis includes a historical excursion into the development of customs administration in the Czech territory. In the following subchapters, the thesis focuses on the organisation and structure of the customs administration in the Austrian and Austro-Hungarian monarchies, followed by the organisation and structure of the customs administration in the first Czechoslovak Republic, with a focus on the establishment of the new customs system and the establishment of the border financial guard. The conclusion of the second chapter is devoted to JUDr. Emil Martinec, who is considered one of the most important figures in the field of customs administration.en
