dc.description.abstractPředložená práce je zaměřena na porovnání systému čerpání strukturálních fondů a problematiku řešení nesrovnalostí vzniklých v těchto projektech. Charakterizuje a porovnává nastavenou implementační strukturu v České a Slovenské republice. Analyzuje nastavený postup řešení nesrovnalostí na národní úrovni v rámci těchto dvou zemí včetně finančních toků mezi příjemcem a poskytovatelem dotace, popisu jednotlivých kroků při řešení nesrovnalostí, sumarizace již vzniklých nesrovnalostí a nastavených finančních limitů zákona o veřejných zakázkách. V poslední části se práce věnuje vývoji řešení nesrovnalosti z pohledu změn příslušných metodických dokumentů.cs
dc.description.abstract-translatedThe diploma thesis is focused on a comparison of the system drawing of Structural Funds and on a solution of irregularities occurring in these projects. It describes and compares common implementation structures in the Czech and Slovak Republics. The work analyzes the procedure for dealing with irregularities at the national level in these two countries, including the financial flows between the recipient and the provider of the subsidy, the description of the individual steps in resolving discrepancies, the summary of occurred irregularities and characteristic of financial limits of the Law on Public Procurement. The last part is dedicated to developing solutions discrepancies in terms of changes in the relevant guidance documents.en
