dc.description.abstractDiplomová práce popisuje zahraniční a bezpečnostní politiku Evropské unie a aktéry, kteří v těchto politikách rozhodují. Teoretická část práce je o definici pravomocí aktérů. Termíny a definice použité v teoretické části slouží k popisu činností Vysokého představitele Evropské unie pro zahraniční a bezpečnostní politiku a Zvláštních představitelů Evropské unie, především Zvláštního představitele Evropské unie v Bosně a Hercegovině a Zvláštního představitele Evropské unie v Afghánistánu. Cílem práce je říci, zda-li aktéři překračují své pravomoce nebo zda-li jejich činnost je v souladu s mandáty, které mají.cs
dc.description.abstract-translatedThe master's thesis describes the foreign affairs and the security policy of the European Union as well as the actors who have the power to make decisions in these kinds of policies. The theoretical part of the thesis is about the definition of the actors' powers. The terms and the definitions used in the theoretical part are used to portray the acts of the High Representative of the Union for Foreign Affairs and Security Policy and of the European Union Special Representatives especially of the European Union Special Representative in Bosnia and Herzegovina and the European Union Special Representative in Afghanistan. The goal of the thesis is to say if the actors overstep their powers or if their acts are consistent with the mandates they have.en
