dc.description.abstract	Hlavním tématem práce, které vyplývá ze samotného názvu, je identifikovat specifika personálních činností pro veřejnou správu. Důvodem pro výběr tématu z oblasti personalistiky je potřebnost vědomí, že lidské zdroje jsou stěžejním kamenem každé organizace, ať soukromé či veřejné a dále poukázání na fakt, že veřejná správa vykazuje v personálních činnostech, oproti soukromé, jisté nedostatky. V práci jsou rozebrány z různých pohledů jednotlivé činnosti, jak teoreticky ze života firemní sféry, tak potom prakticky z pohledu veřejné správy a konkrétně na příkladu Úřadu městského obvodu Plzeň 3. Pozornost je pak věnována rozdílům mezi těmito dvěma světy a výstupem jsou doporučení pro ÚMO Plzeň 3. Zvláštním oddílem je také dopad změny organizační struktury na chod úřadu a zhodnocení současného stavu. Všechna doporučení a výstupy jsou v praxi použitelná a pro úřad snadno proveditelná.	cs
dc.description.abstract-translated	The main topic of the thesis is to identify the particularities of human resources processes in public administration. There are two main reasons why the human resources management was chosen as an issue for this thesis ? the importance of being aware of the fact that human resources represent a constitutive element of any organisation in both public and private sector and, consequently, the statement that in private sector some human resources processes work better than in public administration. The thesis treats common processes in these areas from different perspectives ? from a theoretical point of view in private sector and practically in public administration, the latter being demonstrated on the example of Úřad městského obvodu Plzeň 3. Special attention is given to the difference between these two sectors and the results are presented as recommendations for ÚMO Plzeň 3. All the recommendations are applicable in practice and can be easily implemented. A separate section of this thesis evaluates the current state of ÚMO Plzeň 3 and shows how the change in organizational structure would influence its performance.	en
