dc.description.abstractTato diplomová práce se zabývá kompetencemi Evropská unie a členských států a vzájemným rozdělením těchto kompetencí. Práce je rozdělena do čtyř hlavních kapitol. První kapitola je zaměřena na stručný úvod do problematiky EU. Druhá kapitola tvoří jádro celé práce, jsou v ní vymezeny kompetence členských států a EU. V této části jsou také zahrnuty nejvýznamnější změny, které se týkají postavení orgánů EU, jakož i postavení členských států z pohledu Lisabonské smlouvy. Závěr této kapitoly je pak věnován posílené pozici národních parlamentů členských států. Ve třetí kapitole se autor soustředí na vnější pravomoci EU a jejich rozdělení, jakož i na otázku závaznosti mezinárodních smluv uzavřených EU. Poslední kapitola obsahuje problematiku omezení suverenity členských států z pohledu přenosu kompetencí z rukou členských států na EU. Do této kapitoly autor zařadil i problematický výklad Evropského soudního dvora týkající se rozsahu kompetencí. V závěru práce autor hodnotí poznatky, ke kterým při psaní práce dospěl a zároveň si odpoví na otázky, které se vytyčil v úvodu této práce.cs
dc.description.abstract-translatedThe main topic of this thesis deals with the competencies of the European Union, EU Member Countries and with mutual segmentation of their competencies. The thesis is divided into four main chapters. The first chapter focuses on a brief introduction to the EU. The core of this thesis is implemented in its second part. It deals with the determination of competences of European Union and with its Member Countries, especially from perceptivity of Lisbon Treaty. This part includes the most important changes related with the position of European institution as well as with the position of Member States. The end of this chapter is devoted to enhance the position of national parliaments. In the third part, the author pays attention to external competences of EU and on their distribution. There is a dissected liability question of international agreement which is concluded by the European Union and by its Member States. The last chapter focuses on the problems of sovereignty and limitation of the Member Countries in terms of competences and in terms of transformation from Member States on the EU. The author also included the problematic interpretation of the Court of Justice of the European Union, regarding to the range of competences. In conclusion, the author will evaluate knowledge learned while writing this thesis. On the same time, the author will answer the questions which are placed at the beginning of this thesis.en
