Místní poplatky ve statutárním městě Plzeň (případová studie)

Abstract

Stať se zaměřuje na institut místních poplatků ve statutárním městě Plzeň. Mapuje jejich vývoj a recentní úpravu. Cílem stati je zodpovědět otázku, jakou vazbu a význam mají místní poplatky na veřejný rozpočet města Plzeň a také zda tento institut naplňuje regulační a fiskální funkci poplatku. Z hlediska metodologického byly použity metody komparace, deskripce a právní analýzy. Je vycházeno z právního stavu k 1. 7. 2025. Výsledky jsou původní a jsou založeny na recentní analýze primárních pramenů. Mohou sloužit jako zdroj pro další analýzy problematiky místních poplatků vedoucí ke komplexní analýze politiky zavádění místních poplatků v ČR.The article deals with the local charges in the statutory city of Pilsen. It maps their development and recent regulation. The aim of the article is to answer the question of what connection and importance local fees have to the public budget of the city of Pilsen and also whether this institute fulfills the regulatory and fiscal function of the charge. From a methodological point of view, the methods of comparison, description and legal analysis were used. The legal status as of 1 July 2025 is taken as the basis. The results are original and are based on a recent analysis of primary sources. They can serve as a source for further analyses of the issue of local charges in the Czech Republic.
