Process management in the public transport sector during the Covid-19 pandemic

Abstract

The pandemic Covid-19 has had a substantial impact on public passenger transport in connection with the state of emergency and the movement of people, where there was both a decline in the passengers´ interest in public transport due to the restrictions on the movement of people and also due to the fears of infection in the means of public transport.The paper aims to evaluate the flexibility of management processes in a typical public transport company in the Czech Republic, in the context of the Covid-19 pandemic, and to assess changes in the performance and efficiency of municipal public transport. The flexibility of processes was assessed at the level of services provided, human resource management, and costs. Performance and efficiency indicators were defined, analyzed, and discussed.In order to meet the objective mentioned above, it was necessary to choose a public transport company that corresponds to the largest number of public transport companies in the Czech Republic in terms of performance. Of the other ten largest cities in the Czech Republic, the one with the median population size has been selected. This city is Pilsen, and therefore the Pilsen Public Transport Company (abbreviated as PMDP, the official name is Plzeňské městské dopravní podniky, a.s.) has been selected for the analysis.Although the company had tried to respond flexibly to the changes in the transport demand by targeted reductions in services, ultimately, there was neither an overall neither a reduction in overall performance nor costs. It should also be noted that the outflow of passengers from public transport might have an impact on future increases in traffic density and transport emissions.

Pandemie Covid-19 měla zásadní dopad na veřejnou osobní dopravu v souvislosti s nouzovým stavem a pohybem osob, kde došlo jednak k poklesu zájmu cestujících o veřejnou dopravu v důsledku omezení pohybu osob a také kvůli obavám z nákazy v prostředcích hromadné dopravy. Příspěvek si klade za cíl zhodnotit flexibilitu řídících procesů v typickém dopravním podniku v České republice v kontextu pandemie Covid-19 a posoudit změny ve výkonnosti a efektivitě městské hromadné dopravy. Flexibilita procesů byla hodnocena na úrovni poskytovaných služeb, řízení lidských zdrojů a nákladů. Byly definovány, analyzovány a diskutovány ukazatele výkonnosti a efektivity. Pro naplnění výše uvedeného cíle bylo nutné vybrat dopravní podnik, který svými výkony odpovídá největšímu počtu dopravních podniků v ČR. Z dalších deseti největších měst České republiky bylo vybráno to s mediánem počtu obyvatel. Tímto městem je Plzeň, a proto byl pro analýzu vybrán Plzeňský dopravní podnik (zkráceně PMDP, oficiální název je Plzeňské městské dopravní podniky, as). Přestože se společnost snažila pružně reagovat na změny v přepravní poptávce cíleným omezováním služeb, nakonec nedošlo k celkovému snížení celkových výkonů ani nákladů. Je třeba také poznamenat, že odliv cestujících z veřejné dopravy může mít dopad na budoucí nárůst hustoty dopravy a emisí z dopravy.
