dc.description.abstractTato diplomová práce se zabývá podrobným rozborem institutu referenda, coby jedné z forem přímé demokracie. Stěžejní částí této práce je čtvrtá kapitola, jež je věnována historickému vývoji tohoto institutu v právním řádu ČR spolu s jeho ústavním zakotvením, a dále rozboru toho, jak je v recentním právu upraveno referendum místní a krajské. Pátá kapitola obsahuje praktickou část této práce, přičemž je zde podrobně popsán průběh referenda, jež se konalo v roce 2013 v Plzni. Cílem práce je poskytnutí uceleného pohledu na institut místního a krajského referenda a současně zhodnocení některých jeho problémových aspektů.cs
dc.description.abstract-translatedThis diploma thesis deals with the detailed analysis of the referendum institute as one of the forms of direct democracy. The fundamental part of this thesis is the fourth chapter devoted to the historical development of this institute in the Czech legal order together with its constitutional anchoring, as well as the analysis of the recent local and regional referendum. The fifth chapter contains a practical part of this work, whereas it is here described in detail the course of the referendum which was held in 2013 in Pilsen. The aim of this thesis is to provide a comprehensive view of the institute of local and regional referendum and at the same time to evaluate some of its problematic aspects.en
