dc.description.abstract-translatedThe Slovak constitutional framework, as amended in 2011, allows dismissed governments to remain operational, but with limited powers. This study examines whether these limitations have been respected in practice, focusing on three dismissed governments (2011–2012, 2022–2023, and 2023). Key findings indicate multiple instances of non-compliance with constitutional limits, particularly during the early implementation of the amended framework. Violations include five legislative proposals submitted through a fast-track procedure without the required prior presidential consent. In 2023, a dismissed government’s decision regarding an international treaty raised questions about adherence to constitutional provisions concerning international treaties of military nature and prior rulings of the Constitutional Court. The findings highlight the need for greater transparency in the operations of dismissed governments, particularly regarding the publication of presidential consents or refusalsen
