dc.description.abstractBakalářská práce popisuje pravomoci prezidenta a vlády dané ústavou a debatu o nich. Ústava definuje pravomoci prezidenta a vlády stručně, a proto je možné je vykládat různými způsoby. To je důvodem pro kompetenční spory mezi prezidentem a vládou. Jednoznačná shoda neexistuje ani mezi ústavními právníky a politology, jejich názory jsou v práci pospány. Bakalářská práce se zabývá funkčním obdobím Václava Klause a Miloše Zemana a snaží se zjistit, zdali došlo k posílení vlivu prezidenta následkem zavedení přímé volby prezidenta.cs
dc.description.abstract-translatedThe bachelor thesis describes the powers of the president given by the constitution and the debate about them. The constitution defines the powers of the president and cabinet briefly, and therefore they can be explained in different ways. This is the reason for competence disputes between the president and the cabinet. There is no clear agreement between political scientists about it, their opinions are described in the thesis. The bachelor's thesis examines terms of office of Václav Klaus and Miloš Zeman. The purpose of the thesis is to find out if the power of president increased after introduction of direct vote of president.en
