dc.description.abstractPrezidentský režim jako teoretický koncept lze považovat za lepší formu demokratického systému. Složky moci jsou oddělené, exekutiva není odvozena od legislativy a je odpovědná prostřednictvím prezidenta, který je volen ve všeobecných volbách. V praxi prezidentské režimy čelily problémům, které v mnoha případech vedly k pádu demokracie. Prezidentský režim je předmětem diskuse již nějakou dobu. Na straně kritiků i obhájců prezidentského režimu zaznívají silné argumenty a shoda nepanuje ani ohledně základních kritérií. Přístupy jsou různé. Pro některé autory je klíčovým kritériem při posuzování režimu schopnost udržet demokracii, pro jiné systémové pobídky pro konsensuální demokracii nebo zajištění stability vlád. Někteří autoři argumentují pomocí demokratické legitimity, jiní pomocí akceschopnosti daného typu režimu. Cílem práce je zmapovat diskusi o prezidentském režimu a zjistit k jakým výsledků dospěla.cs
dc.description.abstract-translatedPresidential regime as a theoretical concept can be considered much better form of democratic system. The components of power are separate, the executive is not derived from the legislative and the government is responsible through president, who is elected by the people. In historical practice presidential regimes faced problems, which in many cases led to the downfall of democracy. Presidential regime has been under discussion for some time. There can be heard strong arguments from the critics side and from the side of presidential regime defenders and there is not any consensus in a matter of basic criteria. Approaches differ. For some authors the key criterion for assessing the regimes is ability to maintain democracy, for others systematic incentives for consensual democracy or stability of governments are important. Some authors argue by democratic legitimacy, others by using argument of flexibility or responsibility of particular regime. The aim of this bachelor thesis is to map the discussion about a presidential regime and to find out the conclusion of this discussion.en
