| dc.description.abstract | Tato bakalářská práce analyzuje politiku rozšiřování Evropské unie vůči západnímu Balkánu se zaměřením na případovou studii Severní Makedonie a Srbska. Na základě modelu vnějších stimulů, který vypracovali Schimmelfennig a Siedelmeyer, zkoumá limity podmíněnosti EU srovnáním kodaňských kritérií, jako jsou korupce, soudnictví, svoboda médií, soulad zahraniční politiky a ekonomická kritéria. Srovnávací analýza odhaluje nerovnoměrný proces europeizace a zdůrazňuje význam důvěryhodnosti EU a domácích nákladů na přijetí reforem. Zároveň poukazuje na menší a hmatatelnější pobídky jako na rozhodující faktory. Politika rozšíření v regionu byla ovlivněna bilaterálními spory, které byly hlavním důvodem stagnace procesu a stále hrají významnou roli při kalkulaci nákladů a přínosů politickými elitami, čímž ovlivňují evropeizaci. Instrumentalizace podmínky dobrých sousedských vztahů ze strany Řecka a Bulharska k prosazování národních zájmů se stala překážkou rozšíření EU. Nevyřešený spor mezi Severní Makedonií a Bulharskem a vztahy mezi Srbskem a Kosovem zastiňují reformy a budou nadále ovlivňovat jejich přistoupení. | cs |
| dc.description.abstract-translated | This bachelor's thesis analyses the European Union's enlargement policy toward the Western Balkans, focusing on the cases of North Macedonia and Serbia. Using an external incentives model developed by Schimmelfennig and Siedelmeyer, it explores the limits of the EU conditionality by comparing Copenhagen criteria such as corruption, judiciary, media freedom, foreign policy alignment, and economic criteria. The comparative analysis reveals an uneven Europeanisation process, highlighting the importance of domestic adoption costs and the credibility of the EU. It also emphasises smaller and more tangible incentives as crucial factors for reforms and sheds light on the role of identity. The enlargement policy in the region was affected by bilateral disputes, which were the main reason for the stagnation of the process and still play a significant role in the rationale of the cost-benefit calculation of the political elites, thus influencing the Europeanisation. The instrumentalisation of good neighbourly relations conditions by Greece and Bulgaria to pursue national interests became an obstacle to EU enlargement. The unresolved dispute between North Macedonia and Bulgaria and relations between Serbia and Kosovo overshadows the reforms and will continue to shape their accession. | en |
