dc.description.abstractPředložená práce pojednává o problematice rozpočtů obcí České republiky. Cílem teoretické části je představit problematiku rozpočetnictví, charakterizovat veřejný sektor, územní samosprávu, její hospodaření včetně rozpočtového procesu a kontroly. Praktická část je zaměřena na analýzu rozpočtů obcí, konkrétně okresu Plzeň-město. Z daného okresu byli vybráni zástupci všech tří typů obcí, u kterých je provedena též analýza rozpočtového hospodaření. Rozpočty jednotlivých obcí jsou dále komparovány se zástupci obcí okresu Plzeň-jih na základě vypočtených základních charakteristik. Za základní charakteristiky byl vybrán ukazatel provozního salda, dluhové služby, finanční stability, příjmů a výdajů na obyvatele. Práce v neposlední řadě obsahuje návrh na reálná opatření ke snížení mandatorních výdajů vybraných obcí.cs
dc.description.abstract-translatedThe submitted work deals with the issue of municipal budgets in the Czech Republic. The aim of the theoretical part is to introduce the issue of budgeting, characterize the public sector, territorial self-government, its management including the budgetary process and control. The practical part focuses on the analysis of municipal budgets, specifically in the Pilsen-city district. Representatives of all three types of municipalities from this district were selected for analysis of budgetary management. The budgets of individual municipalities are further compared with representatives of municipalities in the Pilsen-south district based on calculated basic characteristics. The basic characteristics selected include the indicator of operating balance, debt services, financial stability, and per capita income and expenditure. Lastly, the work includes a proposal for real measures to reduce the mandatory expenses of selected municipalities.en
