dc.description.abstract-translatedFor historical constitutional reasons, EU agencies do not have the authority to issue generally binding acts, hard law. This places significant limitations on the agency’s position as independent regulatory bodies. The way out of this situation therefore has been to entrust them with important soft law powers instead. However, after the Lisbon Treaty and recent crises, we increasingly observe a number of “soft law acts” of the EU agencies becoming more and more “bind- ing” to the extent that makes them close to hard law in their nature and impact on the addressees. However, the requirements placed on these acts and the standards applied to them do not increase proportionally with the strengthen- ing of their roles.en
