| dc.description.abstract | Diplomová práce je zaměřena na hospodaření územních samospráv. Shrnuje teoretická východiska územních samosprávných celků (obcí) a rozpočtového procesu, popisuje příjmy a výdaje obcí v České republice a zásady zdravého finančního řízení. Hlavním cílem práce bylo vyhodnotit hospodaření města Planá v letech 2016-2020 a stanovit ekonomické dopady hospodaření města na další subjekty. Metodou analýzy příjmů a výdajů, rozpočtového salda, investiční aktivity, zadluženosti a dalších ukazatelů bylo zjištěno, že město pravidelně investuje do svého rozvoje, zároveň má velké finanční rezervy a jeho rozpočet není zatížen žádným úvěrem. V práci jsou shrnuty dopady pandemie covidu-19 na hospodaření města, je analyzován propad daňových příjmů a vládní kompenzace. Dále jsou stanoveny ekonomické dopady hospodaření města na národní hospodářství, podnikatele a obyvatele města. V závěru jsou formulovány návrhy a stanovena doporučení ke zlepšení hospodaření města Planá v budoucnu. | cs |
| dc.description.abstract-translated | This master's thesis is focused on financial management of municipalities. The thesis summarizes the theoretical basis of local governments and the municipal budget process. It deals with revenues and expenditures of municipalities in the Czech Republic, and the principles of financial health. The aim of the thesis was to evaluate the economy of the town Planá in 2016-2020, and to determine the economic impacts of the municipality on other entities and budgets as a whole. The revenues and expenditures, budget balance, investment activity, indebtedness and other indicators were analysed. It was found that the local government of Planá regularly invests in the town development, has large financial reserves, and the budget is not burdened by any credit. Furthermore, the impacts of the covid-19 pandemic on the municipal budget, the decline in share taxes, and the government compensation are summarized. Lastly, recommendations and tangible proposals are set forth to improve the future of financial management of the municipality. | en |
