dc.description.abstractSlovinsko předsedalo Evropské unii v první polovině roku 2008. Práce popisuje vývoj institutu předsednictví a zaměřuje se na předsednické funkce zejména na princip rotace a nestrannosti. Dále se zaobírá slovinskou politickou situací před začátkem předsednictví. Komplexně popisuje předsednictví, jeho logo, moto, program a průběh. Zaměřuje se na programové body: Lisabonská smlouva, Lisabonská strategie, Energetika a životní prostředí, Západní Balkán a Rok evropského mezikulturního dialogu. Zjišťuje jak Slovinsko řešilo nečekané události, které narušovaly průběh předsednictví. Mezi ně můžeme zařadit neratifikaci Lisabonské smlouvy v Irsku, vyhlášení nezávislosti Kosova a summit Evropské unie a Latinské Ameriky poznamenaný konfliktem mezi Kolumbií a Ekvádorem. Cílem práce je zjistit, proč Slovinsko předsedalo jako první postkomunistická země z nových členských zemí, jak úspěšné bylo při realizaci programových cílů a jak řešilo nečekané události během předsednictví. V závěru práce je podáno celkové hodnocení předsednictví.cs
dc.description.abstract-translatedThe Slovenian Presidency in EU took place from January to June 2008. The thesis generally describes an institute of presidency since the emergence of ESUO. It concentrates on functions of the presidency and on its two principles: the principle of rotation and impartiality. This thesis also describes political situation before the beginning of presidency. The most important matter of the presidency is its program where The Slovenian Presidency focuses on Lisbon Treaty, Lisbon strategy, Energy and climate changes, Western Balkan and Intercultural dialogue. There were unexpected events during the Slovenian Presidency, concretely non-ratification of Lisbon Treaty in Ireland, declaration of independence in Kosovo and Summit EU-LAC influenced by border conflict between Columbia and Ecuador. The aim of the thesis is the finding out, why Slovenia was the first postcommunist country which led European Union, how Slovenia realized the purposes of the program and how Slovenia was solving unexpected events. An evaluation of the presidency is at the end of this work. Conclusion reflects hypotheses that were presented in introduction. Slovenia received the presidency as the first one because it was the most successful country of new member states in the EU. The Slovenian Presidency was evaluated well. And the cooperation of Slovenia with The European institutions had very good appreciation. It was successful presidency with respect to less ambitious priorities of programs.en
