| dc.description.abstract | Předkládaná diplomová práce se věnuje problematice financování regionálního školství se zaměřením na analýzu financování základních škol. Zachycuje významné legislativní, systémové a kvantitativní změny v odvětví primárního sekundárního vzdělávání a vystihuje hlavní problémové oblasti. Práce je rozčleněna do osmi částí. První část diplomové práce je věnována vymezení základních pojmů vztahujících se k financování školství jako jednomu z veřejných statků. Druhou část tvoří kapitola zabývající se právním postavením základních škol a školských zařízení. Dále navazuje část popisující historii systémů financování regionálního školství po roce 1989 s akcentem na právní úpravu současného systému financování a s důrazem na významné reformy veřejné správy. Jádro diplomové práce tvoří analýza samotného současného financování školství, a to se zaměřením na právní aspekty a zhodnocení navrhovaného záměru financování regionálního školství. Opomenuta není ani problematika vlivu financí poskytovaných z operačních programů Evropské unie. Cenným přínosem jsou názory a zachycené myšlenky plynoucí z četných diskuzí s pedagogickými pracovníky jak z oblasti školství, tak z oblasti veřejné správy. Závěrečná část diplomové práce je věnována vlastním návrhům ?de lege ferenda? zpracovaná s ohledem na zahraniční úpravu financování základního školství, konkrétně pak na finský systém financování primárního školství. | cs |
| dc.description.abstract-translated | This diploma work is dedicated to the financing of regional education with a focus on the analysis of the financing of primary schools. It covers important legislative, systemic and quantitative changes in the primary secondary education and it describes the main problems. The work is divided into eight parts. The first part of the thesis is devoted to the definition of basic terms relating to financing of the education system as one of the public goods. The second part is dealing with the legal status of primary schools and educational institutions. Next, there is a section describing the history of the financing of regional education system after 1989 with emphasis on the law regulation of the current system of funding emphasising the significant public administration reforms. The core of this diploma work is formed by an analysis of the current funding of education system, with a focus on the legal aspects and evaluation of the proposed project of financing of regional education system. The issue of the impact of financing provided by European Union operational programs is not forgotten, too. Valuable input is presented by opinions and ideas stemming from numerous discussions with teaching staff from both the education and the field of public administration. The final part of the diploma work is devoted to my own proposals "de lege ferenda" processed with regard to foreign law regulation of the financing of primary school education, namely the Finnish system of financing of primary education. | en |
