| dc.description.abstract | Autor této rigorózní práce (dále jen "práce") zpracoval právně statusovou analýzu Policie České republiky (dále jen "policie") zaměřenou na pozitivní a negativní vlivy platné právní úpravy na její týlové zabezpečení. Jejím cílem není hodnotit to či ono období existence uvedeného bezpečnostního sboru z pohledu správnosti organizace práce (služby) nebo materiální funkčnosti. Cílem není ani hodnotit kroky vedoucích funkcionářů policie a Ministerstva vnitra České republiky (dále jen "ministerstvo") během jednotlivých uplynulých období. Práce je zaměřena na zhodnocení aktuálního stavu policie i jiných vybraných organizací a zpracování výsledku použitelného jako doporučení pro takovou změnu dotčených právních předpisů, která se bude jevit jako nejpraktičtější. Navrženy jsou varianty dalšího vývoje v zájmu nalezení nejvhodnějšího modelu organizačního uspořádání policie z hlediska formální funkčnosti i z hlediska plnění úkolů uložených zákonem a očekávaných veřejností. | cs |
| dc.description.abstract-translated | The author of this rigorous thesis has prepared and submitted a legal status analysis of the Police of the Czech Republic focusing on the positive and negative effects of valid laws on the ensuring of its organisation. The aim of the thesis was not to assess various periods of existence of this security force from the point of view of correctness of organisation of work (service) or material functionality. Neither was the aim of this thesis to assess any steps of leading officers of the Police of the Czech Republic and the Ministry of interior of the Czech Republic in the individual periods. The thesis focuses on assessing the current state of the Police and other selected organisations, and on providing a result that may be used as recommendation for amending the relevant legal regulations in the way that seems most relevant for the practice. The proposed possibilities of further developments are presented for evaluation with the aim of finding the most suitable model of organisation of the Police of the Czech Republic with regard to formal functionality and the meeting of the duties stipulated by law and expected by the public. | en |
