dc.description.abstractDiplomová práce se zabývá pravomocemi a postavením prezidenta v ústavním systému České republiky. První část práce definuje Ústavní systém jako celek na základě vztahů mezi ústavními orgány a upozorňuje i na úpravu z let 1918-1920 a odkaz T.G.Masaryka. Druhá část práce pojednává o pravomocích prezidenta, jejich dělení a funkcích. Podrobněji se autor věnuje pravomocem jmenování Ústavních soudců, kde je problémem možnost zablokování a diskontinuita fungování instituce. Další podrobně rozebranou pravomocí je jmenování členů Bankovní Rady České národní Banky, kde autor popisuje základní problém absolutní diskrece prezidenta. Tato práce upozorňuje na základní nedostatky vyváženosti vybraných prezidentských pravomocí. Její součástí je návrh změny jmenovací pravomoci soudců Ústavního soudu.cs
dc.description.abstract-translatedThe thesis deals with the powers and position of the president in the constitutional system of the Czech Republic. The first part defines the constitutional system of parliamentary democracy as the relations between constitutional authorities and draws attention to the constitutional adjustments in the years 1918-1920 and the legacy of T.G.Masaryk . The second part deals with the powers of the President, their divisions and functions. More specifically, the author deals with the powers of appointment of constitutional judges where the issue is the possible deadlock and discontinuity of the court. More detailed focuses of the powers of appointing members of the Bank Council of the Czech National Bank , where the author describes the basic problem of the absolute discretion of the president . This work highlights the fundamental weaknesses of the checks and balances of selected presidential powers.It includes a proposal to change the power to appoint Constitutional Court judgesen
