Svět bez jaderných zbraní - realita či utopie?

dc.description.abstract	Ve své práci se budu věnovat myšlence světa bez jaderných zbraní. Budu se zde snažit dokázat, že je tato myšlenka utopická. Tato idea není nová, ale stimulem, který ji dostal opět do popředí byl Obamův pražský projev. Na něm potvrdil závazek USA snížit svůj jaderný arzenál a vyzval k vytvoření světa bez jaderných zbraní. Ve své práci nebudu soudit, zda jsou jaderné zbraně dobré či špatné. Budou brány pouze jako nástroj v rukou států. V první části se budu zabývat Obamovým pražským projevem. Ten zde bude rozebrán, a tak ukážu, že ani sám Obama nemá představu jak svět bez jaderných zbraní realizovat. položím zde také některé důležité otázky, na které V Obamově projevu bohužel nenajdem odpověď a uvedu také některé z mého pohledu největší překážky bránící jeho případné realizaci, jako je například Smlouva o nešíření jaderných zbraní. Ve druhé části se budu zabývat důvody, které státy vedou k zisku a držení jaderných zbraní. Zaměřím se především na důvody, které uvádi Kenneth waltz, jelikož jsem osobně přesvědčen, že neo/realistické principy fungování mezinárodního systému jsou do jisté míry platné i dnes. Na Waltzovy důvody se pak budu snažit aplikovat případy všech dnešních jaderných států plus Irán. Tímto způsobem se budu snažir dokázat utopičnost myšlenky o světě bez jaderných zbraní.	cs
dc.description.abstract-translated	The idea of the world without nuclear weapons is hardly a new one. New incentive to this idea was given by US president Obama in his Prague speech in which he appealed for creation of the world without nuclear weapons and confirmed the commitment of reducing US nuclear arsenal. In this thesis I try to prove that world without nuclear weapons is still not real and that it is utopia. I won´t judge whether nuclear weapons are good or bad. They will be taken as a an instrument in hands of states. In the first part I deal with Obama´s Prague speech. I point out for instance some very important questions on how he imagine or how he plans the world without nuclear weapons. You will not find the answers to those questions in his speech, they cannot even be answered here. I also point out, in my opinion, the biggest flaws like nuclear Non-Proliferation Treaty for instance, which would make potential nuclear-free world very hard or even impossible to realize. In the second part I deal with nuclear weapons as an instrument of policy and detterence. I mention here the reasons of acquisition and keeping of nuclear weapons by the states. I will focus mainly on Waltz´s seven reasons for acquisition and keeping of nuclear weapons. This is because I am conviced that realist/neo-realist principles of functioning of international system are relevant and valid even nowadays. On these seven Waltz´s reasons I try to apply every states with a nuclear weapon plus Iran. By this I attempt to prove that Waltz´s reasons for acqusition and keeping of nuclear weapons are valid even nowadays and until they do, the creation of nuclear weapons-free world is almost impossible. Finally, I think I managed to prove that most of the Waltz´s reasons for acquisition and keeping of nuclear weapon are valid even nowadays. This means that as long as relations and circumstances in international system leading to these reasons are valid, the creation of the world without nuclear weapons is an utopia. And that nuclear weapons will be the political and military instrument even in the future.	en
