dc.description.abstractPředkládaná rigorózní práce se soustřeďuje na nastínění a rozbor základů vývoje právní úpravy státní služby od doby počátků státnosti až po rok 1945. První kapitola je zároveň stěžejní. Popisuje historické kořeny úřednictva, tedy byrokracie v době osvícenského absolutismu. Dále navazuje doba policejního absolutismu. Poté následuje neoabsolutismus a nástup konstituční monarchie a vzestup liberalismu. Další období je rozčleněno okamžikem počátku první světové války, až po počátek druhé světové války. Poslední částí první kapitoly se zabývá dobou od roku 1938 do roku 1945. Druhá část zabývající se zahraniční úpravou je věnována úpravě státní služby ve Francii a ve Velké Británii. Třetí část popisuje státní službu v prostředí ústředního orgánu státní správy, a to konkrétně v Ministerstvu financí.cs
dc.description.abstract-translatedThe present thesis endeavours to outline and analyze the evolution of the legal regulation of the civil service from the origins of the state to 1945. The first chapter is crucial. It is focused on the historical formation of civil service and later on the origin of the modern state of civil service. In other words, it is centered around the bureaucracy during absolutism in the enlightenment era. I continue with police absolutism. Hereafter, I focus on the neo-absolutism age and then on the birth of constitutional monarchy and rise of liberalism. Following chapter stretches between the start of the First World War and the Second World War. The last part of the first chapter deals with incidents with negative influence to civil service between 1938 and 1945. The second chapter of the thesis is focused on foreign legislation and historical development in France and in Great Britain. The third chapter of the thesis describes civil service in the Ministry of Finance.en
