| dc.description.abstract | Bakalářská práce se věnuje instituci Vysokého představitele pro zahraniční věci a bezpečnostní politiku po přijetí Lisabonské smlouvy v roce 2009. Cílem práce je odpovědět na otázky, které se týkají pozice a role Vysokého představitele na půdě Evropské unie, očekávání, jež tato funkce vzbuzovala a zda je naplnila, a dále spolupráce s ostatními evropskými institucemi. První kapitola práce nastiňuje fungování zahraniční a bezpečnostní politiky před vytvořením postu Vysokého zmocněnce. Druhá kapitola pojednává o funkčním období Vysokého zmocněnce, funkci, jež Vysokému představiteli předcházela. Následující kapitola krátce shrnuje návrh Smlouvy o Ústavě pro Evropu s přihlédnutím k návrhu postu ministra zahraničí. V poslední závěrečné kapitole analyzuji transformovanou funkci Vysokého představitele. Ačkoli je současná pozice Vysokého představitele v Lisabonské smlouvě jasněji ukotvena, očekávání se ještě zcela nenaplnila. Rozpaky vyvolává nejen samotné zvolení Ashtonové coby Vysoké představitelky, ale také nejistá spolupráce s dalšími institucemi Evropské unie, jmenovitě zejména s Evropskou komisí a Evropskou službou pro vnější činnost. | cs |
| dc.description.abstract-translated | This thesis describes the institution of High Representative of the Union for Foreign Affairs and Security Policy after the adoption of the Lisbon Treaty in 2009. The main aim of the thesis is to define the institutional frame and role of High Representative in the European Union. I also try to find out if the expectations of the new institution have been fulfilled. I am interested in what influence Catherine Ashton, the current High Representative, has in decision-making process and the cooperation with the other institutions of the European Union. First chapter defines Common Foreign and Security Policy before the creation of the post of High Representative for Common Security and Foreign Policy. The second chapter is about the term of office of the first High Representative, Javier Solana. Following chapter summarises the proposal of the European Convention. In the forth chapter I analyse transformed post of the High Representative for Foreign Affairs and Security Policy. Although the High Representative is more imbedded in the Lisbon Treaty, I found out that the expectations of the institution have not been fully met yet. There is embarrassment with choice of Ashton as the High Representative. In addition, cooperation with other European institution, like the European Commission or the European External Action seems to be still problematic and unsure. | en |
