dc.description.abstractÚřad Vysokého komisaře OSN pro uprchlíky a jeho zaměstnanci v Kuvajtu se opakovaně potýkají se stejnou otázku: "Jsou v Kuvajtu uprchlíci ?" Odpověď zní: "ano". Uprchlíci v Kuvajtu jsou citlivým tématem a nevztahuje se na ně zvláštní zacházení ze strany vlády, jelikož stát Kuvajt nepodepsal Úmluvu z roku 1951 a Protokol z roku 1967. To znamená, že uprchlíci jsou v Kuvajtu uznáváni pouze UNHCR v rámci jeho mandátu. UNHCR provádí ochranu uprchlíků v Kuvajtu s nevysloveným nesouhlasem místních úřadů a vlády a současně ve stínu jiného oddělení UNHCR v Kuvajtu, Oddělení vnějších vztahů. To je vysoce ceněno, neboť jeho práce přinesla miliony dolarů na podporu uprchlíkům po celém světě. Ve zkratce, tato diplomová práce zkoumá, analyzuje a popisuje uprchlické komunity v Kuvajtu a situaci týkající se žadatelů o azyl a uprchlíků, kteří spadají pod mandát UNHCR. Prostřednictvím několika rozhovorů a odborné, výzkumné práce v terénu nabízí jedinečný pohled na přístup UNHCR v Kuvajtu k této problematice a nastiňuje kroky k řešení různých problémů ochrany. V rámci této práce byly navrženy různé postupy pro zlepšení ochrany uprchlíků v Kuvajtu a další kroky jak pro příslušné vládní subjekty, tak pro UNHCR.cs
dc.description.abstract-translatedThe UNHCR office and its staff in Kuwait has been repeatedly asked the same question: "Are there refugees in Kuwait?" The answer is: "yes". Refugees in Kuwait are a sensitive topic and do not enjoy any recognition or special treatment by the government, as the State of Kuwait is not signatory to the 1951 Conventions and its 1967 Protocol. These individuals are only considered as refugees by the UNHCR and under its mandate. UNHCR's protection work in Kuwait has been done with an unspoken disapprovement of the authorities, which limits the assistance provided and in the shadow of its highly praised external relations department as their work managed to raise millions of dollars for the cause of refugees around the world. This thesis examines, analyzes and describes the refugee communities in Kuwait and the protection environment regarding the Persons of Concern which fall under the UNHCR mandate. Through multiple interviews and on the ground professional work unique view is offered into UNHCR's protection approach in Kuwait and into the steps taken to address the various protection concerns. Possible future roadmaps for enhancing protection of refugees in Kuwait and further suggestions for relevant entities including the UNHCR have been made within this research.en
