| dc.description.abstract-translated | The Syndicate of Czechoslovak Journalists drafted a complete outline of the law on the Press Chamber in 1929 and submitted it to the Ministry of Justice, which drafted a referent draft of the outline of the law and submitted it for discussion. The main obstacle to finding a general consensus was the opposition of the three largest publishers – “Melantrich”, “Noviny” and “Národní politika”, who pointed to three major problems. First, where to place those who are both editors and publishers of their own newspapers. Second, there was the problem of voting rights, with the editors pointing out that the decisive factor was the circulation and importance of the newspaper and therefore demanding two-thirds of the vote for the daily newspapers and one-third for the other press. The main problem, however, was the opposition to the press chamber as such, where publishers did not want to negotiate together with editors in the central committee and in the chamber’s presidium, where publishers and editors were equally represented. | en |
