| dc.description.abstract | Tato práce se zabývá financováním územně samosprávných celků v České republice a snaží se vytvořit základní analýzu problematiky tohoto financování. Veřejná správa si musela projít dlouhým vývojem, aby se mohla dostat do té fáze, ve které se nachází v současnosti. Aby bylo možné vysvětlit současný systém financování, jsou v této práci uvedené historické souvislosti, které tomuto předcházely. Jsou zde uvedeny jednotlivé etapy, které formovaly financování municipalit v České republice a jejich organizační struktury. Práce se také okrajově zabývá tématem fiskálního federalismu, který definoval základní principy pro financování územně samosprávných celků. Na fiskální federalismus navazuje téma Evropské charty místní samosprávy. Ta byla zásadním dokumentem nejen pro Českou republiku, ale i pro další evropské státy. Charta jasně vymezila pravidla, na nichž má být postavena územní samospráva a postarala se o zvýšení finanční autonomie pro územní celky. V momentě, kdy stojí financování územních celků na jasně definovaných pravidlech a zásadách, mohou municipality řešit plánování svého hospodaření. To je předmětem i kapitoly, která rozebírá problematiku sestavování rozpočtů a jejich plánování. Poslední část této práce vyjmenovává příjmy, které mohou územně samosprávné celky čerpat a jejich možnosti využití. | cs |
| dc.description.abstract-translated | This thesis deals with the subject of financing of regional self-governing units and is covering the basic analysis of such financing. It has been a long evolutionary process for public administration to reach the current state. To be able to explain the current system of financing, this thesis is also covering some preceding key historical facts, including particular phases which played a role in forming of the financing of local municipalities and their structures in the Czech Republic. A minor part of the thesis deals with the topic of fiscal federalism, which defined the leading principles of regional self-governing units financing. The topic of fiscal federalism is followed by the European Charter of Local Self-Government. This is considered a key document not only for the Czech Republic but also for the other European countries. It clearly defined the rules of the Self-government, further increasing the financial autonomy of Territorial units. Having clear financing rules of the Territorial units in place, local municipalities can address the business planning processes. That's the main topic of a chapter dealing with budgeting and budget planning. The final part of the thesis is mentioning specific financial incomes which can be drawn and used by self-governing units. | en |
